Sergeant Darren Dorrheim’s Retirement
At tonight’s Council meeting, a Proclamation will be read honoring Sergeant Darren Dorrheim for his distinguished service. Sergeant Dorrheim will soon be retiring. The proclamation will declare July 19th 2010 as Sergeant Darrren Dorrheim Day in Lakeway in recognition of the significant contribution Sergeant Dorrheim has made to the achievement of the City of Lakeway’s public safety goals since his employment in February 1992. Darren has been faithful to the police department’s values of service and commitment to the community. We all wish Darren continued success in his retirement.

July 4th Celebration
One of the premier events in Lakeway has been the July 4th celebration. This year’s festivities will be held on Saturday July 3rd. I repeat Saturday July 3rd. This year’s theme is Military Service – A Family Affair. The festivities have been planned by a hard working July 4th Committee lead by Andra Streety the City of Lakeway Parks and Recreation Director. There is literally a small army of volunteers preparing to pull off the Committee’s plans!
The day starts with a parade down Lakeway Drive. The parade runs from the staging area at the Live Oak Golf Course driving range to the Activity Center. The parade starts at 8:30 AM. Last year there were over one hundred parade entries. As of a few days ago, it looks like we will have roughly the same number this year. Please come and have some good old fashion fun watching a parade full of local dignitaries, club and business floats, the Wells Fargo stage coach, veterans groups and many, many other entries. For the children’s enjoyment, many of the entries will again be tossing candy and gum into the crowd.
Directly after the parade, the July 4th Pageant will be held. The Pageant is indoors at the Activity Center and starts at 10:30. The Pageant lasts roughly one hour. The pageant is the serious side of our country’s birthday celebration. There will be a program that includes, the reading of the official July 4th proclamation, the singing of patriotic songs, a speech by the July 4th Grand Marshal and, an old favorite, a recitation of “That Ragged Old Flag” by none other than Carl Ansbach, President of the Lakeway MUD.
At 12:00 the Swim Center opens. It will be opened until 6:00 PM. The cost is discounted to $3 per person for the day.
City Park opens at 6:00 PM. There will be no automobile parking at City Park. Shuttle buses will begin running at 6:00 PM from the Lakeway Elementary School parking lot and the Emmaus Catholic Church parking lot. The buses will run continuously during the evening. The Concert in the Park starts at 7:30 PM and the Fireworks start at approximately 9:30 PM. There will be food vendors as well as games set up in the Park.
Come out and enjoy a great event!

Alarm Ordinance
At the June 19, 2010 Council Meeting, the City adopted a new alarm ordinance. This ordinance prohibits the operation of faulty alarm systems and makes it an offense to have excessive false alarms. The ordinance was enacted because poorly maintained or operated alarm systems negatively impact the safety of the public by requiring the time and attention of Lakeway police officers when they respond to an alarm call that proves to be false. Further, a significant number of the false alarms are being generated by a relatively small number of homes or businesses.
Furthermore, alarm system users shall only be allowed to have alarm signals that operate through a relaying intermediary (human operator) that complies with any and all rules and regulations established by the Lakeway Police Department and which is licensed by the state board of private investigators and private security agencies. Operating an automatic dialing device to automatically connect to the Lakeway Police Department is not allowed.
A citizen will not be required to get a license to operate an alarm that connects to the Lakeway Police Department through an alarm monitoring service. However, emergency personnel responding to a dispatch resulting from an alarm system notification shall record false alarms as necessary to permit the City to maintain appropriate records.
It shall be unlawful to operate or permit the continued operation of an alarm system which issues more than three (3) false alarm notifications within a consecutive twelve-month period. Anyone violating this ordinance shall be guilty of a misdemeanor and upon conviction subject to a fine of not more than five hundred dollars for each offense.

Movies in the Park
The City of Lakeway Parks and Recreation Department kicked off its summer “Movies in the Park” series with “Star Trek” on Saturday (June 12th) evening. It is estimated that over 250 people were in attendance. The movies are shown on a portable big screen at Lakeway City Park, 502 Hurst Creek Road. This is a free movie series.
The series continues with Emma Thompson working her magical powers as a nanny looking after seven misbehaving children in “Nanny McPhee,” which is set for June 26, and “Cloudy with a Chance of Meatballs” will show at July 17.
Eddie Murphy’s “Imagine That” will entertain audiences on July 31, and Sandra Bullock will captivate crowds with her Oscar-winning performance in “The Blind Side” on Aug. 14.
Movies in the Park has been a Lakeway tradition since 1999, but the City is hoping to draw more crowds with the family friendly lineup that appeals to parents with children at different age levels.
Andra Streety, The City of Lakeway parks and Recreation Director, says that audiences would be hard-pressed to find a more serene backdrop at which to watch a movie. Marina and boat lights dance off the lake waters that carry cool breezes to the shorelines that form a protected cove.
Streety said the portable screen introduces younger generations to a style of movie watching that harkens back to the bygone era of drive-in movie theaters. “This is kind of the new way of introducing a family to the drive-in theater. You’re under the stars. You’re out in the open air,” she said.
Movie-watchers may bring food and beverages as well as lawnchairs and blankets to pick out the perfect spots, which are on a first-come, first-served basis. Streety also recommended packing bug spray to ward off any unwelcome nuisances.
Streety said the free movie series also helps families out with their entertainment budget by avoiding the steep movie theater prices. Park audiences even may enjoy free popcorn as well.
“If you did miss it in theater, you also saved yourself probably $20-$25 at least,” she said.

Lakeway Regional Medical Center
I have had a number of people ask me, in the last week or two, the status of the Lakeway Regional Medical Center project. The project has received funding, it has received a building permit from the City for the actual construction of the hospital building and the site work is ongoing. The actual vertical construction is still a few months away, but there is a significant amount of work to be done on retaining walls, utilities placement and foundation work before the building actually sprouts from the ground.
Although the number of very large earth moving machines has diminished, it is only because the contractor has moved into a different phase of the site work (road and utility installation). The next big difference in work activity will be when concrete pillars and footings start to be poured. This is still a couple of months out. However, there will be a significant change in the level of activity and the appearance of the site when this concrete pouring starts.
The City and the contractor will work together to give the public advance notice of any big change in construction activity.

The Lakeway Highlands
If you haven’t done it yet, you need to take a trip out to Texas 71 west of Lakeway via the new Highlands Boulevard. It is a beautiful drive. You get to Highlands Boulevard by driving west on Lakeway Boulevard. The first left just after the Swin center is lakeway Boulevard. The road and the new subdivisions that are starting to blossom in the Highlands will be a great addition to the City of Lakeway. The developer of the Highlands reported at a recent ZAPCO meeting that he was about to start on the design phase of the Highlands “Amenity Center”. He said the initial phase would cost over three million dollars. The Center would include at least two swimming pools, a permanent subdivision welcome center and some modest retail construction. The Center would be scheduled for completion sometime n late 2012.

Survey on Texting and Cell Phone use while Driving
The City of Lakeway has secured a new internet tool that allows the City to do on-line surveys. We have chosen to solicit the opinion of residents regarding texting and cell phone use while driving in Lakeway. The survey will become part of an initiative, currently underway, to determine the appropriateness of developing an ordinance prohibiting texting or cell phone use while driving. The City Council is interested in citizen input on this topic. To participate in the survey go to www.lakeway-tx.gov and click on the topic on the city’s website home page.
